We were descending from 5200M to 3800M.

You can see the road in the picture.

That road is weird. Do you have any idea why it is so twisty when the terrain looks so flat?

It only looks flat from the picture, we spent over 45mins. to go down hill at over 20 degree in a 4wheel drive.

I think they make roads like this for safety, to keep the speed of the vehicle reasonable in case your brakes fail. After all, you'd be riding the brakes pretty hard to get down, unless you brake with your engine :)
Going uphill on such a steep road would be killer on your engine, tranny too...
