Not sure what you mean by "driver", Limestone - XP will see the camera (or a card reader) automatically when you plug either into your USB port...

Go and buy a card reader (about $10 shipped), plug your CF into that, problem solved.

Go to http://www.pricewatch.com/flash_card_memory/4437-1.htm (external link)
They have them pretty cheap.

Well the camera comes with a compliment of software on cd.
This includes zoom browser, digital photo professional and EOS utility.
And XP will detect things anyway this software compliments the deal.

I have this problem too. After the installation, the drivers for 300/350D, 10/20D, 5D, 1D all showed up, but the 30D driver was missing. A search on Canon's website didn't get me any specific 30D drivers for Windows either. So if I plug in the camera directly to windows, I'll get a message like "camera is not recongnized".
My way of working around this, without using a card reader, is to first open up EOS Utility, then plug in the camera. It will be recongnized and I can download the images.
