I'm remembering a feature that is set by a custom function that instructs the camera to adjust the ISO if one runs out of usable shutter/aperture combinations in a particular situation. I turned that feature off in my 10D--when it's dark and I need to resort to a high ISO, I want to do it on purpose. I can't recall the name of the feature, but your description seems like an example of it.
