Yes. Click and hold on the eyedropper tool until the other sub-tools appear, then choose the measure tool. Click and drag on your picture against the line that should be horizontal (or vertical). Then go to Image | Rotate Canvas | Artibrary... and you will see that the angle has already been entered for you. Choose clockwise or counter-clockwise and press Enter.
