Her eyes are piercing! I think the vibrance of her eyes contrasted against the desaturated skin make the photo so particularly striking.

As far as post-processing, not as much as you'd expect. I created a new 'Channel Mixer' layer (with the monochrome box checked) and then masked it so it was just applied to the skin. What is surprising is that the eye colour is natural, just the step of taking the skin colour away created the effect that makes the eye so blue. The only other PP steps I did was to crop, adjust brightness +5, contrast +7 and saturation +15.
