Here's to rationalizing your mind:
1. If you already have the 10-22 and won't be upgrading to FF anytime soon, it's quite good enough. Changing lenses is what SLR is all about after all. :)
2. If you don't use the telephoto lens much and don't plan on doing so in the future, you can just keep your old one as it would be a waste to have the 70-200 become an expensive paper weight.
3. Low light all depends on your own definition. If 2.8 on 24-70 gets you enough light, you may not have to get a prime. On the other hand, if you do find yourself constantly needing that extra 30mm, you can get the 24-105 IS and opt for the 85mm 1.8.
4. If you decide that the standard 40-70ish range is not needed and you don't really need the really wide 10-16ish range, get a 17-40 + 70-200 and be satisfied with that.

If you still can't decide, then you just have to make up your mind. :)

My rebate dreams go out the window when I look at Canadian prices with the rebate vs. B&H, shipping to Canada, exchange, tax at the border, no rebate; it's still far less. It means I can get a lens cheaper than my local Henry's, from the U.S. but I can't get that extra incentive to sweeten the deal.

Looking to get the 100mm 2.8, 50mm 1.4 (to replace my broken 50mm 1.8), and 70-200 f/4L (first L!). Been saving up for awhile.

is it really that much cheaper to get from the states??

I dread having things shipped via UPS/fed-ex/etc because of customs/brokerage...

USPS is alright though

edit: on the 10-22mm, you can save 140$ roughly....minus any brokerage when you receive...not too bad I guess.

Only getting one lens for now... May get another soon... I just think that the extra 7mm the 17-40 would provide just isnt enough for me. I'd like to get the 100-400 or possibly the 300 f/4 IS or the 400mm f/4.5-5.6

I haven't purchased anything from B&H yet (I'm saving for the 70-200mm f/2.8 IS) but a friend of mine bought this very lens and it showed up fine and, given the difference, saved several hundreds of dollars. Even now with the exchange being good our way, I'd save hundreds, UPS brokerage doesn't touch that (external link).
