How do ya achieve this effect?!?

I am sure there are others here that have done this through pp, but just guessing, I would think you would want high contrast and way overexposed, and then dodge and burn to fade and highlight!

Just over expose your shot, and if not just chuck it in photoshop and over expose it in there

It also looks like it has a soft focus or g blur applied with the eyes brought back using a history brush or simular technique.

maybe a B&W conversion using channel mixer. Set red to 100%. Tweak the levels a bit. Probably a mask over the eyes with a normal desaturated layer underneath. And then a little blur like Lisa said. But that's just a guess.

If you shoot high-key with 3 to 1 lighting it's not too hard to duplicate, but your initial exposure is important in getting it to come out right.
