It's hard to measure sharpness under such a harsh lighting condition. You should repeat the test in a shade, where lighting is more even...

I agree that it is hard to tell but usually when something is sharp it stands out. To me all three images look a bit soft or slightly out of focus.

For 100% crops, they look fine to me. Misleading though. You should really be assessing sharpness at the resolution/size you'll actually be using...

They look soft to me. Try shooting some controlled tests.

Did you lose Digital Photo Professional (DPP)? Get it here (external link). Cursing at your worse-than-a-map reflector? Check out this vid! (external link)

Turn IS off if you're on a tripod.

Your shutter speeds are nice and high so a tripod should not matter. It does not appear to be camera shake. Have you taken other pictures that appear to be sharp? ir is everything a little out of focus?

Focussing seems to be ok. first one is focussed on last letter N.

second one is on C.

How does the lens work in real life? Who cares what a license plate or a Canon lens cap looks like. If it's sharp, it's sharp and will continue to be when used for some good pics!

above f4 no issues. even color rendition is much better than the other lenses i have now.

wide open, i would like to know, whether this performance is expected of it. as clean suggested, i would like to post one or two portraits taken at 2.8 shortly.
