Change Shutter Speed on Powershot SD400

When I turn the automatic flash off my camera, it automatically lessens the shutter speed. This makes it nearly impossible to take a picture without a tripod. I haven't found a way to manually adjust the shutter speed on this camera. It seems like this should be easy. Anyone know off hand? :D

Manual shoot mode and change the ISO to 400. The image could come out a little grainy but it will sometimes let me get a clear shot without the motion blur. I hate the fact that it blurs like that when you turn the flash off. I don't know any other way to do it.

If it's like my SD600, I don't think you can adjust the shutter speed.

My trick? I take probably 2-4 pictures in quick succession, sometimes with the continuous shooting mode, one of them usually turns out good. I've also been practicing holding the camera more still while shooting, like balancing myself against something or standing with my elbows in my sides, so I kinda make a tripod with my body. Like Maverick7687 recommended, you can also turn up the ISO, but I haven't like the results I've gotten most of the time with that. Maybe try combining both techniques.
