As the title says, is this flare normal considering the streetlight?

I've had similar flare shooting directly into the sun with no filters attached and with the lens hood on. Funnily enough I also had it appear bottom left with the sun top right.

Hopefully the pros and long term users can confirm this as "normal" with this lens...

Thats a pretty harsh image for any lens.

Here's a test with my copy and its manufactured several months after Canon fixed the original ones.

The Red Dots indicate the flare spots.

The 24-105 IS is not a very good performer when it comes to flare. My copy performs similarly.

Call my experience limited, but as far as I know, if you point your lens at the sun, hood or no hood, you WILL get flare, no matter how fancy and expensive your lens is. I have to be honest, expecting a lens to do otherwise seems pretty ridiculous. Flame on if you must.

If it's really bothering you, photoshop it out.

Yes this is the worst flaring lens I have, I don't think this is anything to do with the filter, controlled tests 50mm f5.6:

No Filter

The thing's a beast at 24mm f11, no filter

Compared to the 17-40 f4L at 28mm f11 no filter

filters will worsten the flare! i use mine without a filter and in normal circumstances it performs well, but then again i'm not shooting directly at burning lightbulbs
