It's actually a newly opened elevated park in New York City. It's called The High Line and you can check it out here - http://www.thehighline.org/ It's an old railroad site and they actually have some wooden lounge chairs that are attached on the rails and can be moved (but they have it locked in place, so I'm guessing they wanted to utilize the space).
It's still under construction and the park runs through some buildings
I think they are trying to upscale the surrounding area.
