Its a square or rectangular piece of glass which is half neutral grey and half clear with a zone of gradual change from one to the other in the middle. The grey half cuts the light (in this case by one stop) so slightly underexposing the top part of the scene. This prevents detail being lost in the brighter sky part. He put the filter in a holder and set the zone of graduation at an angle as the bright upper part was more to one side.
