Can you help suggest to me how to improve this older man's cheeks in Photoshop - that is, to soften the blood vessels?

With the Eyedropper Tool set to 3x3, sample a portion of the gentleman's cheeks that are red.

Then from the menu select Image, Adjustments, Replace Colour. Adjust the Fuzziness to select only th ered in the cheeks and lower the Saturation to drop the intensity of his blood pressure.
