I use Elements as well, but not for editing...just for photo organization. Although I think Elements can do what I did in Photoshop CS2....
EDIT, out of the steps listed below, curves, and shadow/highlight makes the biggest difference 
Usually I first try 'auto levels' to see what the old computer thinks it should look like, I'd say about 75% of the time I'm pretty happy with the results.
Then I go to brightness/contrast and tweak those a bit...
Next is saturation...I usually bump that up a litle bit no matter what...unless of course I want to go B&W or something
then I go to shadow/highlight....(under image/adjustments)...usually i put shadow nearly all the way left, and highlight around 75% to the right...this usually is pretty close to where I prefer them to be but of course different pics require different settings...
next up is curves, again under image, adjustments...this can make or break your image very quickly, and slight adjustments are key...it's hard to describe how to use it properly as i'm pretty new at all this, but basically click on the line and move up to brighten, and down to darken...just mess with it a little.....also clicking on different spots on the line create different results. i think lower on the line tweaks darks, and higher up on the line adjusts lights....
after that i sharpen a bit and hopefully after all this the image is "fixed"....
