I've had both. To me the 17-50 is more versatile therefore and a better all-round lens - although I think the 28-75 has a creamier bokeh. But if I'm shooting for bokeh or need extra length I pop on my 70-200f4L.

G5, 30D, Tamron 17-50 f/2.8, Canon 70-200 f/4L, Kenko 1.4x and 420EX.
