I shoot for a local paper and one assignment involved a small cigar and wine shop in town. Inside, I noticed they had artwork and photos from local artists/photographers for sale. I inquired about this and she said I could submit photos but they must be framed, I pick the price, then when it sells the store takes 20%.

I'd like to try this to get some more publicity.

So what would be a good price to charge for an 8x10, matted and framed (nothing fancy, just a basic frame)?

$30 if you're using a walmart frame that's like $5. But in general, $20 + frame.

Oh ok. Most of the other photos were at least $90. Although, some were larger than 8x10. I asked how many have sold and she said none...

If that is the case, then MATTS answer should put you into the first "sold" catagory.

I would price an 8x10 in a decent frame and mat for around $60 and see what you get.
