The EXIF says that you used the flash. However, if you look at the lighting on the subject, there is a shadow of the subject's head on the neck and shoulders on her right side. There's also a shadow of her head on the wall behind her to her left (your right). Based on that, my guess is that the flash was pointed partially upwards and bounced off the ceiling. Maybe there was a light or some kind of ceiling fixture that was shiny enough to cause the bright light reflection behind the subject.

The flash was to my left/her right.

The lights are recessed in the room. There are high windows on that side but there is NO light coming in them until the afternoon becuase the sun is on the other side of the building---the windows are in the building's shadows.

This shot was taken before 9 AM and the sun doesn't cross over to that side of the building until after noon.

You did say voting machines, right? If so, my vote is for a laser installed by the government that was attempting to disable your camera, in order to prevent you from taking more photos of the machines in the room. ;)

This is the second one. I must have deleted the third one off here as it was a repeat of the other two.

You can see the strong shadow created by the flash around her but there is the light again, in the same shape as her head...

I don't know...as someone else mentioned, my guess would be the flash reflecting off a bright surface. In fact, the more I look at it, the more I'm convinced that is what it is.

Even though the camera's position places the subject in a different relationship to the item hung on the wall, the line is precisely in the same position relative to the wall hanging. The head-like shape is in no way related to the subject's head position either.

You really do need to teach your subject something about makeup artistry, though.  :p

In addition, assuming that both pictures are uncropped, the white artefact is the same size relative to the other objects in the pictures: the second picture is taken closer to the girl, so she's larger, and so is the artefact. Hence the artefact can't have been produced by something internal to the camera.

rofl... nice one!

I agree with the possibility of the flash bouncing off of something shiney, since I can't come up with anything else, other than supernatural! Did you state you only took 3 photos of her, all in this same room?

If there really was nothing in there for the flash to cause that, you think you could take another picture of her, in a different location, without flash? I've always loved considering the possibility of the extreme... :D

I have another pic taken of her the same day, with her two children in another location and everything is normal around her there.

I only have the two shots of her in this room. (I had taken three but I must have deleted one off here as it was a repeat.) It is a huge room, very plain. There is nothing metallic in there to reflect like that. It is in a "meeting room" at the public library. There is a TV in the room, but it was over in a far corner and if it had bounced off it, there is no way it would have bounced in that direction. I do not have a shot of just the room but I have spent countless hours in there in the past.

And yes, I smudged her face as I haven't asked for permission to post "her" :)
