I'm not familiar with either camera, but here is a link to side by side comparison if you're interested.

The megapixel difference is insignificant. The biggest differences are whether you want a longer (SD700 35-140 mm equiv.) or wider (SD800 28-105 mm equiv.) angle lens. Do you want broad sweeping vistas (SD800), or to get in close to something that's far away (SD700). The other difference is that the SD800 accepts SDHC cards which go up to 4 GB (SD700 takes regular SD cards; 2 GB), and can record TV-quality video for about 1/2 hour uninterrupted (4 GB) while the SD700 can record the same quality for only around 9 min. (1 GB) That's uninterrupted. You can always record shorter clips and splice them together later.

Yes it is, although I keep mine turned off. Also I find I should not use the flash with the High ISO setting. work great with the standard ISO. Great camera. Looks as good as my 20D, and sure a lot easire to use for casual indoor shots. Nice hiking camera also.

Swoozie,
I can't comment on the 800is since I have never used one. However, I have had the 700is for about 6 months and I must say it is the best P&S I have ever owned. Great build, Great image quality, IS works really well and the camera is small and fun to use.
Good luck,
Kyan
