I am a newbie so please excuse me -- but what is the best photoshop software? Which has the best bang for you buck and how much should it cost?

If you're a newbie, you don't need to spend a ton of money. Try Photoshop Elements 3 or 4 as a starter. Either of these will read RAW and should be plenty powerful.
