Look in the event viewer for any errors of services that cannot start. I had the same symptoms, the problems ended up being a missing CALMAIN.exe. I solved the issue by copying the file from another computer.

I had the same problem!
When I tried to start Canon Camera Access Library 8 it said the file was missing. The event viewer said that "The system cannot find the file specified."
On the installation CD that came with my camera I found CALMAIN.EXE here - D:\SOFTWARE\CAL\COMMON\COMMON.CAB I then exracted the file and saved it to C:\Program Files\Canon\CAL
CameraWindow now works!
