Go back to the border photo and copy the photo and paste it on the PASTE PHOTO HERE LAYER. the photo should appear inside the green selected area. Now you can select EDIT>TRANSFORM>SCALE to enlarge or reduce the picture to fit into the border. Dont stretch the pic larger to much or it will pixelate.
