From what I see, it's a pdf. Just open it in photoshop, and do a copy-paste.

Not sure I get what you mean.
Wouldn't resizing of one of the two documents work? (use transform, and hold down shift to maintain ratio)

Try set the layer of the frame's blending mode to either Multiply or Screen, the image should then show up behind the frame.

I just opened the frame, selected the layer that says "Put photo here", opened my other photo, dragged my photo in, and cropped it down to the frame.....30 seconds.

Open both photos, click on the border one to make it active then click on the layer PASTE PHOTO HERE, click on the other photo and select the whole photo. Go back to the border photo and copy the photo and paste it on the PASTE PHOTO HERE LAYER. the photo should appear inside the green selected area. Now you can select EDIT>TRANSFORM>SCALE to enlarge or reduce the picture to fit into the border. Dont stretch the pic larger to much or it will pixelate.

The photo inside the border is MUCH to small to stretch out, it will get pixelated. What is the size of the photo of the fishing reel? To find that out click IMAGE>IMAGE SIZE on the tool bar.

Think of it this way, your placing a wallet size photo into a 20" x 30" frame. you need to match the photo closer to the frame size.
