Not very unusual, while I've seen shepherds with their ears up at 7-8 weeks and 12 weeks, once they start teething they are robed of calcium which is needed to develop the ear cartilage so extra calcium may speed up the process but too much is not good either. That too, however some ears are a bit smaller, it seems that her puppy's ears are not the bulky dumbo type you see in most GSDs.
