I got a Canon Powershot S3 IS for Christmas, and I'm stoked! But one of the first things I did was accidently touch the lens when I went to pick it up. I was wondering what I would clean it with and if it will ruin picture quality. I'm sorry if this isn't the right section, I'm new here and to photography.

Welcome to the forum. :) Touching the lens will not hurt it and you can clean it with a lens tissue or a microfiber cloth. Avoid spraying any liquid onto the lens directly if it is a nasty smear but spray just a tad on the cloth itself. Avoid using anything like paper towels. Also, even clothing can be scratchy but i a pinch a cotton tee shirt should be soft enough.

Eyeglass cleaning wipes work well, and dry with microfiber, or soft lint free cloth, isopropyl alcohol is the primary ingredient in most lense solutions. Amazingly it takes a pretty good smudge to damage picture quality. Welcome, and we will be looking forward to some posts from the new camera.
