I'm wondering if there is a guide as to how many stops of shutter speed one can gain with a monopod. So say I have to shoot at 1/200 to maintain vibration-free shot. By using a monopod, can I shoot at 1/100? 1/25?

It all depends on how steady you can keep the camera on a monopod. Although you can keep the camera from going up and down with a monopod, the camera will still be free to sway sideways and back and forth.

And almost forgot, the camera can also rotate on the axis running through the monopod.
