ipowerweb is good... I use a few... the cheaest being powweb.com (external link). Can't go wrong for $7.77USD/month, and if you pay a year in advance, there are no set up fees. You get 1GB of space... and lots of extras. Good deal if you ask me.

for quick and dirty blogs use typepad.com - if you need fullblown hosting use addr.com <-- they rule. Reliable, fast, friendly, cheap :)
