It's not a small aperture; that would have side effects; AFAIK it also isn't a low ISO, as that would also have side effects. They're useful when you want to use a large aperture or a long shutter speed to control depth of field or motion blur in your subject; running water's one classic exampleof the latter. Jon

Ta, ND filters are often used to reduce the amount of light hitting the sensor, so one can use large apertures (to achieve a low DOF) or/and long shutters (for subject blur) in situations of high ambience light (e.g bright sunny day) without overexposing the shot.
