PP Help Needed

I tried to scan in this image and I appear to be getting a lot of artifacts that look like they're caused by the texture of the paper. Any ideas how I might be able to minimize this effect?

ouch.that made me recoil in horror. maybe the worn out remnants of a matte finish.maybe it could be washed off?

Find yourself a piece of black construction paper large enough to cover the original. Put this behind the photo when you scan it. Put a large book on the scanner cover (don't lean on it with your hand because you might vary the pressure). Scan at 300 or 600 dpi. Don't use any custom settings. If you still get the texture in the scan, there is probably nothing you can do to fix it in the scanning process.

I've selectively blurred backgrounds or used noise software to minimize this type of texture, however, its pretty difficult to eliminate completely.

That's about the same way I reacted. The actual photo looks fine, but it looks like there's too much reflection off the matte finish when I scan it.

I've tried similar tactics on it and I've about given up on the scanning. At this point, I'm just trying to see if I can get some of it out in PP. :(
