Stupid Question: how do you change the pixel dimensions in PSE?

In the images resize dialog (PSE 5) there is a section for Pixel Dimensions and a section for Document Size. The Pixel Dimension section only states the image size and doesn't allow any input. The Document Size section is for changing the print size as it seems resolution always changes relative to the dimensions...so, shouldn't I be able to just change the pixel dimensions to resize the image. I don't get it
