I'm comparing the sd 700 vs sd 800, is the only diffence the megapixels and the 1600 iso on the 800.
anyone have a recommendation between these 2 and maybe the 900. looking for a small p & s for the wife.

There is no difference in IQ or function. Just a wider angle, which is something that comes in handy. Grab the 800 if you can.
