Does the G III have winglets? The engines don't look big enough for a G IV. Also, the G IV has 6 windows on the side of the fuselage usually, and there are only 5 here... makes me think that this is the Gulfstream III.

Yes, some GIIIs have winglets and this could be one of them. It is somewhat difficult to judge the engine inlet from this angle, as far as window count I think the GV is the one with 6 windows.
If it's any consolation, I flew the III and was typed In the IV and have no idea how many windows were in the back of either one.

The way this particular plane is smoking makes me think it is a GIII with winglets. The engines on the IV don't smoke like the older RR engines.

Well, my first guess was the GIII. However, I believe in my heart its a GIV. The engine inlet doesn't look crowded. LIke on the III's

Here are the only other shots I got of it. I doubt that they will help you guys out any. Not really much of any difference to look at.

GIII. It has 5 windows, IV and V are longer and have 6 windows. And the IV & V don't have that much of a polished lip on the engine inlet. Take a stroll over to airliners dot net.
