Is it my flash or camera?

I am using a 20D and a 430EX speedlite. I am trying to get the second curtain flash to work, using the camera custom settings but the flash fires at the start of the exposure AND the end of the exposure???
If I use the 2nd curtain controls on the flash unit, it fires at the end of the exposure OK.
Am I missing something or is this the way it works?

The first flash is the E-TTL pre-flash, which happens before the mirror goes up. You can see it in the viewfinder.

The second flash is the "real" flash, which happens just before the shutter closes.

The first flash you are seeing is likely the preflash used to determine exposure. This fires before the shutter opens so will not contribute to the exposure.

The second flash you see is the actual exposure flash.

I was about the ask the same question myself. :) You should still get a preflash even when 2nd curtain is set on the camera. Are you sure you're not also setting the flash to manual mode by accident?

Regardless whether it's set on the flash or the camera, you will get both a pre-flash and a real flash if you use E-TTL mode.

With Manual flash, you will only get a single flash. If you use flash exposure lock, the preflash fires when you press the FEL button and not when you take the shot.

Go through the various permutations again and see if this makes sense.
