Often company workers do this but anybody can join in. They keep a piece of paper in their mouths to prevent them from talking...I thought it was to stop their teeth chattering but was told no. There is a huge bonfire at that shrine and people go there to toss in their new years decorations...went once but just too many people for me. You can see a little snow was falling that day.
