Also, while the first one tries to get some foreground interest, there's too much competition from the buoys. Also, no real focal point in either image. the sky looks blown out in the second image.

Thanks for your input - you're right it was 1PM and the sun was extremely hash... for the boat picture, I cloned out the buoys and I think I like it better that way. ___________
