I took this photo with my 1Dmk2 and 100-400L lens set at 400mm and as with some of the other photo's I've taken at 400mm it looks as if the focus is soft.

What do you guys think, is it soft or is it just me being too picky.

When it's reduced that much, it's pretty much impossible to tell anything. A much larger image, or a crop of the area you focused on would be needed.

yes it is soft, so you have to send it back and live without 100-400 or any lens.
Congrats and do more tests and upload RAW or JPEG full original size and post the link to download then we will tell you how soft it is.

it was 1/400 @F7.1 and was on a bean bag on the window sill of the hide.

I was always told the shuterspeed should be at least the focal lenght which you have .. Just... I have this lens and mine is pin sharp if I have a high shutterspeed

Can you reshoot using a lower F stop to increase the shutterspped..

Fine if thats 100% crop. It seems about 50% crop to me.

IS on or off? What focus point(s) selected? AF mode? Where focused? And so on.

It doesn't look as sharp as perhaps it should, but circumstances, settings, etc. matter. I think you know it doesn't look as sharp as it might, but much more needs to be known to figure out why. If you've had sharp shots under similar circumstances, its probably some combination of technique and luck that accounts for this mis-cue. And as the former improves, the latter usually does too.

don't be so strict, your lens is good copy.

That looks like mush to me....but then again I never owned that particular lens so maybe it's normal for that lens.

For the looks of it, the bird is obviously moving and I am sure the feeder is moving as well. 1/400 is probably not fast enough to freeze motion.
