The shortest ones at minimum length I've found have been 18". I want one that gets down to more like 10" and get's about somewhere around 60", but the minumum length matters more to me. I'd like to spend less than $40, so maybe I could find a used one.

I think that Doc was being facetious., like wishing for nickle beer and dime cigars or 50 cent gas or a EF 50-500 f/4 L IS ~ $1000. Just not likely to happen.
If a pod had a minimum length of 10 inches it would have to be 7 sections to make it to the 60 inch length. Not likely to happen either.

Bless the recently fallen and their family and friends.
I have a Cannon with me at all times. You can't take the shot if you don't have something with which to shoot.

I cut down an old Slik Monopod. I disassembled it and cut equal lengths of of the sections. I actually fits inside my backpack now and I did this to get it into a stadium to shoot basketball. It's a perfect length for shooting from a seated position, but of course it's no good for standing up any more unless I was 3' tall. I have a regular Manfrotto 680 that I use far more and the cut down Slik just sits and gathers dust most of the time.

Here's one that folds down to eight inches long and extends to a full six feet long:

This would be just as sturdy as the one that collapses to ten inches. The only problem is you would need duct tape to fasten the camera to it. :p

The Gitzo GM-2560T Traveler folds to 14.3", extends to 56" and is only 11oz. If this isn't short enough for you the go to the hardware store and get a wood dowel and thread in a 1/4" 20tpi stud and make your own custom monopod.

That should probably be good. It's $200 though .

Thanks for the links. I saw that first one earlier today. That's a good idea. I could probably make something like that. The ground padding pod is cool, but it's not tall enough for what I need. That would be good up in a tree or on a rock.

edit: I meant short to fit in or on my backpack easily if you didn't get that.
