Can anyone give me some tips for changing my nieces grumpy face by turning the edges of her lips up a bit, and perhaps pulling the center down just a hair??

Best bet in that shot would be to clone or paste and blend her face from another photo of her !
Or try taking the mouth from one of the other kids fit it with free transform .

Oooh, good idea Rod. I took 8 shots for that picture, but she pouted through the whole set. Her sister has a similar smile so I'll try the free transform. Thanks

That does look kinda satanic...but maybe that would teach her to smile next time? :)
It is very difficult to work on a downsized image like this. Hopefully Crissa has a hires version.

Agreed, please post a 100% crop of the area in question.

A bit of cloning, together with the liquify tool should do it.

I used a head from another shot, because of the total pout it was difficult to make it look any good.

If you do a levels adjustment to 1/2 the face at the distance you wont pick it with a bit of blending , just duplicat the layer add a levels adjustment layer adjust it looking to the side thats not right and cut the rest out with the mask , lighting is on of the easiest things to manipulate in PS because of masking , you can paint light like Picaso :)
