I lived in the northern part of our province, along the rain coast for over 33 years, and saw many eagles do this type of thing. One of the reason I was told that they do it is to help dry out their wings after many days of rain, and they also do it after they go into the river after salmon or other food. They then swim to shore, and sit like this to dry their wings before flying again. Thanks Ed gary
