you could make a similar look by layering up the Render>Clouds filter in photoshop.
if you either feather the mask of the selection or layer up a few renders towards the middle where the middle renders are the lighter colours , the effect will take a little bit of 3D look to it . . . you can also make the layers blend differently to make them interact with each other a little.
the 2nd one also looks like its had a lens flare added to the centre of the glow.
I was bored, so 10 mins of messing around with the clouds filter, layers, feathered selections and i ended up with this:
i would make a heavily feathered smallish circle mask at various points around the screen and re-render until the clouds created something that looked ok and at the same time chaning the layer blend mode, then i would create another layer and choose a different place to make the cloud. finally finished off with a lens flare.
complete messing about and no perfect way of doing it.
