Which Software Can Do This?

I went to a framing store today to ask the owner how long it takes to turn work around if I needed some prints matted and framed for an 8x12 picture and he was very nice.

He did ask me if I knew of a software that does this

The ones of movie stars - as a picture with lots of colors. He said several of his customers are asking to have that done for their portraits and I didn't know what software he could buy that does that with digital pictures.

If anyone can help me, I'd appreciate it.

Some look like they could be re-created with difference clouds and some layer blending. Get in there and play with Photoshop, whenever I carelessly play with combining lots of weird settings I get things that somewhat look like these. A little careful planning should yield good stuff!

It's Warhol, it's a unique style that should be defined before taught. Seriously, Warhol is a great artist and a representation of pop culture.

Yes, and what the store owner wanted was similar to Warhol in every way, but he has framed some artwork that was done with digital images and software adjusted. He wanted to know if there was a way he could do that to his daughter's portrait. The person he hired didn't do the job the way he wanted, so he's wondering if there was a way for him to do it. I haven't seen anything like that in the forum, but I can't believe you can't do that with a software that is already out there.

There is a filter in Photoshop. I think it's called Cutout. Filter > Artistic > Cutout I think.

Then, just mess around with colors and the settings of the Cutout.
