My techniques have kind of gone out the window since getting the 6D, now learning how to get comfortable shooting 10,000+ ISO! But here's the basics:
• Wide angle lens
• ƒ1.8-4 ish - wider the better
• 20-30 second exposure
• 1600+ ISO - I use to shoot 1600-3200 on my 600D which worked really well, now I'm learning a completely different ball game
• Edit in LR4 or similar - noise, white balance, reduce highlights (if noise poluution is dominant) raise whites, little bit of contrast
• Edit in Photoshop - vibrance layer masked to the milky way, brightness/contrast - now this is where the magic happens, you will be surprised how much detail this layer will lift out of the shot once happy, save and upload :)

Not necessarily a must, but I don't use any other software that mimics PS, but sure there's others out there that can help? I just wish there was a similar Brightness/Contrast slider in LR4, would make life a little easier :)

Sitting under Mesa Arch, 5 shots, at 10mm portrait orientation...handheld, and CS 4 managed to stitch it all together. Better than some I did on a level tripod with a panning clamp...
