i cant rememeber where i found this image, it mightve been from someone on here but im not sure. Well anyway does anyone know how to achieve a similer effect???

dont know for sure but it looks like different layers set to overlay and play with the opacity of the different layers till you get the effect you want

the simplest way to do that is two create two layers of the face. the bottom layer will be the photo with the dark blue hue, and the top layer left as normal.

then, type in the text you want, manipulate it however you want and put the text layer in between the two face layers.

after doing that, all you have to do is "option + click" in between the text layer and the layer with the original face image. this will create a "clipping mask" on the face layer so it conforms into the frames of each letter.

then erase/mask off the text layer accordingly so that the text will only be seen on the face.
