I took this pic along with several others in a series at around 715pm. Sun was just barely up above the ramapo mountains. I used new adjustment layes for layers/curves/contrast/saturation/selective color on both images along with USM.

Both pics are the same shot just different adjustments.

This first one I didn't use any noise removal at all. Was shot at ISO400.

This pic i did roughly the same except made the sky a lil bluer and used Extensis grain surgery to remove the noise. Before I used any adjustment layers the pic looks pretty good.

Now i know the question is which looks better? But im pretty sure #1 does. But another question have is, why did another pic with similar adjustments and then the noise reduction look so much worse (noise was more noticeable) compared to either of the top 2? Why does #2 in here look so flat compared to #1?

You are right, the first looks better, but they both seem to have kind of a yellow cast to them. I also would have put the train further into the picture.

What do you think of this? curves adjustment to add shadows and decrease brightness.... USM for contrast, and a little color correction...

oops.. the attachment would be nice, wouldn't it... here you go....

The colour balance in the edit Kristy made is allot better. Although it seems darker now and some detail has been lost to shadow. Maybe a little shadow/highlight to round it out?
