DRebel, Russian firmware, FEC in Av mode

I just noticed that with the russian firmware, the FEC don't work in Av mode... Have you noticed the same thing ?

Av mode is the mode I normally use with flash. Here is a quick test. It works perfectly with my camera and on-board flash, Av f8.0.
FEC -2, 0, +2

i did notice a difference from 0 to +2 but, not -2 to 0. other than that it is all fine and dandy.

Looks like
either the flash fires full blast anyway, so FEC plus something cannot increase the flash intensity,
or the flash fires at its lowest output, so FEC minus something cannot further decrease the output.

hmm... after some test I just did, for me there is a difference between -2 to 0 and no difference between 0 to +2....

Increase the ISO 2 stops (from 100 to 400 for example) and repeat the test. Probably the flash is already using the full blast at 0.
