As a pic made to provoke an emotion, I can tell you that I wouldn't want to be there!
So, it works for me.

can you shoot again? maybe try lower angle, with the stairs more looming and leading the eye up and out?
Also, how did you achieve the look? (blue tint/grain)

Doesn't look like any place I'd want to be, either. Problem is, the place looks
abandoned with no sign of lurking danger anywhere. A nice partially
obscured doorway would fit in nicely. I debated with myself over the softness
and softness won. Makes it spooky. Good.

Was it taken through aluminum screening? To my eye it looks like there is a very blurry grid pattern somewhere near the lens.

I guess it could easily be the shadows that form that pattern but it just doesn't look natural to my eye. The pattern of horizontal shadows looks too regular and I don't see the perspective in the lines at the bottom on the to walk.

This could easily be the fact that I am up way too late!

Other than that I like the eerie feeling it gives.

I like this one for the cover of a CD or book. If for a book it could be for a crime novell because the dark spot on the floor is where the victim once laid

Like vfilby I also have the impression a grid or bars was in front of the camera but that effect (if correct at all) contributes to the effect of the image.

In contrast to perfectpixel's comment I would not try a lower angle because the "EXIT" might become to dominant. Question of what you want to achieve on the emotional side.

I am up at a reasonable time and I can give better rationale now.

This is just my opinion and could easily be chocked up to my brain being wired backwards, dyslexia or some other strange mental condition.

The reason I noticed the grid pattern was because I found it visually jarring. It was as if my eyes were trying to focus on the foreground object but couldn't. You will get a similar mental effect if you look at red text on a blue background which creates a strange 3D effect.

You could always try to clone out some of the horizontal lines obscurring the walkway. That may eliminate the lack of perspective for the grid and make the blur blend in with the walls more.

As I said before this is just my opinion and I feel like it will be the odd man out this time so feel free to disregard it completely.

Where was it taken? I get the feeling that I am trying to escape from castle wolfenstein and am 40 seconds from freedom.

I see it, too. It looks like a ladder or a very narrow staircase. A good
effect, as it makes you wonder just what the heck it could be, where it
leads to, and who or what may be lurking overhead.

Alright I have pinned down the feeling. If you have played the game Call Of Duty there are sections where you are underground but partially exposed almost exactly like the missing boards in your photo.

Except in the game there are Soldiers shooting at you but that's just details!
