My web slideshow only has 1 million photos and fancy transitions. Why is my video file size so big?!!

I’m trying to teach myself “video for web”. Does anyone know where I can find some tutorials or best practices for encoding video, specifically for making photo slideshows for web? This probably sounds really dumb but I see very nice looking videos online, mostly Flash streaming (FLV), that fill my screen and start fast and play smooth, and I just can't figure out how they do it.
Are there any rules of thumb on what is proper encoding? For example, for x photos, and y minutes, the video file should be at most this many megs, or what resolutions and frame rates work best for broadband, should I resize images beforehand, etc, etc.
I apologize for my questions being all over the place but any links or personal insights on this subject would be greatly appreciated.
