You have confirmed this by admitting that the shot was taken using a car-rig. So it's not really a panning shot is it.

The parallax effect. Objects in the distance appear to move more slowly than objects close to the camera, therefore don’t blur. The car doesn’t blur at all because the camera is fixed to it.
