The easiest way is to get a brush shaped like the starburst you want and click where you want it on a new layer. Then adjust the layer opacity to make it fit in the photo. You can download brushes from a number of places for free. just google "Photoshop star brushes". Most brush sites have instructions for installing new brushes as well. It's in the menu tab of the brushes pallette.
