I think I'm pretty versed in PS (masking, removing, merging, etc.) but I am at a loss when it comes to making photos "pop". Anyone have any suggestions or tutorials? Specifically colors, saturation, sky, clouds.

Why don't you enable "image editing ok", post a picture that you think needs help and let the many skilled people here go to work on it for you.
There is no magic formula that works in all cases.
Do get your exposure right on.
Do watch your background.
Do use supplemental lighting when necessary.
Do work hard on composition.
If you do the above you will most likely have good starting material.
To be crass and blunt..."You can't polish a turd"
A lot of people post photos that are really messed up because they think you can fix anything in Photoshop. Giving a photo a bit of help is fine but grinding away for hours on an effort that will lead to a mediocre or poor final result is foolish. Better to figure out what you did wrong and try to do better next time.
Gee...All the above and you haven't even posted an image yet.:)
