OK, what do we have?

It's in London.
It's a place which charges for admission.
Nor a prison or a museum.
Nothing to do with a war.
Not the Tower of London.
Not the Houses of Parliament.
It's not clear to me whether or not Tower Bridge (Mgdh's suggestion) has been ruled out.

I'm finding this quite awkward. It's a very tight spiral (as opposed to open helical) staircase. They're usually built where space is at a premium, but this appears to have lots of space all round it (hence the "cage" to stop people falling). The construction is not remotely ornate, so it seems to me that it originally had some sort of strictly utilitarian purpose; but it's not a prison or a military establishment.

I'm stumped!

And to add to Stewarts observations the spiral staircase and some of the other 'metalwork' looks like steel rather than iron and the white frame which at first made me think of wrought iron 'gives me' the the impression of steel covered with tumescent fire resistant paint!!!

Oh I think there is another spiral just visible lower down in the background - so it does seem to be a rather mixed level large structure with natural light coming in from somewhere! Edit: Just looked again and there are flourescent stip lights (as well?)

So perhaps it is time for a clue ;)

I doubt its the old BT Tower, firstly because of the old style of the structure in the image and secondly public access has been lost since something like 1980ish for many reasons but one was the mid 70s IRA threat to London landmarks :cry:
